A Word on Process
Although each ranking is its own beast, generally, I focused on the following factors when putting them together:

Brand Recognition: A nice looking uniform is hollow if it's not backed by a program with some clout behind the logo.

Tradition / Success: Along those lines, although these rankings focus on uniforms and not performance, programs with historical and/or recent success rank higher than those lacking a successful track record, all else equal.

Nostalgia: As a 90s kid, my opinions on uniforms are inextricably linked to what I observed during my childhood. Lucky for me, 90s culture produced some of the best uniforms (and athletes in them) to grace collegiate and professional sports.

Aesthetics: Uniforms with appealing color combinations, logos, and patterns improve the viewing experience and are rewarded in the rankings for doing so.

Vibes: Some programs catch lightning in a bottle with the right team in the right uniforms at the right time such that images of them are seared into the public's mind (think Vince Young at Texas ) while certain uniforms have transcended the team's with which they are associated and achieved a level of recognition all their own (see, for example, the Tampa Bay Buccaneers' Creamsicle uniforms).
